Former state senator brings a farmer’s practicality and a decade of work on faith, family, and fairness for women

Andy Biggs, GOP nominee for Governor, today named former state Sen. Sine Kerr as his running mate, forming the first joint ticket in Arizona history. Voters created the office in 2022, replacing the secretary of state as first in the line of succession. This November, they will fill it for the first time.

Arizonans who followed the Legislature know Kerr’s work. In 2022, Gov. Doug Ducey signed her Senate Bill 1399, ensuring faith-based foster care and adoption providers can keep serving Arizona’s most vulnerable children without being punished for the convictions that inspire that service. Two years later she sponsored SB 1628, the Arizona Women’s Bill of Rights, to bring clarity, certainty, and uniformity to sex-specific state laws, and to keep the promise Title IX made to women and girls.

She came to that work from a farm, not a law office. Kerr and her husband started a dairy and row-crop operation in Buckeye in 1980, raised four children on it, and today run a cow-calf herd with 12 grandchildren living nearby. She chaired the Senate’s Natural Resources, Energy and Water Committee, served as majority whip, and left the chamber in January 2025. Since May of that year, she has led the USDA Farm Service Agency in Arizona.

Gov. Hobbs has not yet named her running mate. She faces a Sept. 4 deadline.
