The Issue
Valleywise promotes what many view as experimental transgender practices, including cross-sex hormones to suppress and change the biological sex characteristics of adults at community centers targeted for expansion in Prop 409.
CAP objects: The Cass Review in 2024 found no reliable evidence for mental health benefits from affirming gender confusion in children and teens, and there are no clinical studies on gender dysphoria that contradict that finding. Instead, these experimental interventions can leave recipients sterile and create lifelong medical dependencies.
Funding loophole: When an organization receives $898 million in infrastructure funding, it fundamentally changes its capacity and frees existing resources for other potential purposes, such as transgender programs.
